Please note the following usage and base rate increases to the water rates. In addition to the usage increase to the rates, the monthly delivery charge is increasing to $14.50 for each dwelling unit with similar increases proposed for larger taps. This is the third step of a multi-year plan toincrease the availability charge to the level where it supports the needs to provide adequate major maintenance funding. This funding is earmarked for major maintenance efforts such as water line replacement projects. This increase was approved by City Council following an extensive evaluation and analysis of the true costs of having a water infrastructure system available to deliver service to the City’s customers. This examination of the water fund was recommended in the Citizen’s Water Audit Committee’s recommendations to City Council. The most important deficiency discovered was the under-funding of major repair and maintenance of the system. The increase in the base rate will all go to taking care of the existing water system currently serving all customers.
In addition to the monthly delivery charge, the usage rates will also increase by a small inflationary amount (1.87%) plus the amount the City of Greeley is raising our treated water rates. The City of Greeley treats water on behalf of the City of Evans and charges Evans for the cost of service plus ten percent. The rate Greeley is charging Evans will increase by $0.24 per 1,000 gallons.
The new charges will be effective January 1, 2012 and will be applied to your next bill.
WATER RATES:
Single Family Residential, Duplexes and Multi-Family Residential with less than 2 units treated water usage without non-potable availability:
Potable (treated water)
1,000 to 16,000 gallons - $3.20 per 1,000 gallons
16,001 to 22,000 gallons - $5.07 per 1,000 gallons
Over 22,000 gallons - $8.17 per 1,000 gallons
Commercial treated water usage:
Usage per 1,000 gallons $3.92
*Non-Potable Water usage charge for Residential and Commercial:
Usage per 1,000 gallons $2.10
*Non-potable is for lawn irrigation and is provided in limited areas of the City. Treated water through the non-potable system will be subject to potable rates.
Base Service Delivery Charge
City of Evans residential water utility customer - $14.50 p/month
Out-of-City of Evans residential water utility customer - $15.50 p/month
WASTEWATER RATES:
In addition to the rate increase in the water fund, there will also be an adjustment to the rates for wastewater service. The increases adopted by City Council are driven by the need to close an operating gap between revenue and expenses. The previous wastewater rates were not sufficient to generate enough revenue to cover the operating expenses of the wastewater system. This deficiency dictated that rates be adjusted to cover ongoing operational expenses.
The new charges will be effective January 1, 2012 and will be applied to your next bill.
Single-family and multi-family units and manufactured home communities
$10.75 per residential living unit per month.
Schools, churches, warehouses, and offices
$4.68 per water tap per month plus $1.08/1,000 gallons of water used per month. If the commercial customer waters a lawn of 18,000 sq. ft. or more using metered water, the sewer charge to that customer shall be calculated on the current year's first quarter water usage
Beauty shops, barber shops, bars/taverns, service stations (excluding wash racks), vehicle and equipment repair facilities, and motels without dining facilities
$4.68 per water tap per month plus $1.16/1,000 gallons of water used per month. If the commercial customer owns and waters a lawn of 18,000 square feet or more using metered water, the sewer charge to that customer shall be calculated on the current year's first quarter water usage.
Restaurants, motels/hotels with dining facilities, office buildings with dining facilities, grocery stores with food processing, laundromats (excluding dry cleaning), carwashes and truck washes
$4.68 per water tap per month plus $2.29/1,000 gallons of water used per month. If the commercial customer owns and waters a lawn of 18,000 square feet or more using metered water, the sewer charge to that customer shall be calculated on the current year's first quarter water usage.
Any other facility or commercial use not listed or with special and unique types of discharge shall have their rates set by the Water and Sewer Board with final approval by the City Council.
Non-residential Rates The rates for service to properties outside the Evans City Limits shall be 150% of the appropriate rate provided for Class I through IV.
Multiple User Tap Any tap providing multiple usage shall be billed for all usage at the rate applicable to the highest class of user.
STORM DRAINAGE:
Residential monthly charge - $3.93/dwelling unit
Commercial/Industrial/Manufactured Home Communities monthly charge - $6.11 per 20,000 sq. ft. or fraction thereof.
REFUSE/RECYCLING COLLECTION (applies only to Evans residents)
The City contracts with Waste Management for refuse and recycling collection services
