Chapter 2.16 - RESERVE POLICE FORCE

2.16.010 Purpose. The purpose of the reserve police force shall be:
A. Assistance to the Evans police department;
B. Assistance to the city of Evans;
C. Advancement of the concept of law and order in the community;
D. Involvement of citizens in service to the community;
E. Taking an active part in the event of a natural or man made disaster. (Ord. 499 80, 1980)

2.16.020 Established Membership Organization. There is established the reserve police force, which force shall be subject to and operate under the direction and control of the chief of police of the police department. The members of the reserve police force shall be appointed and commissioned by the chief of police as reserve officers. (Ord. 499 80, 1980)

2.16.030 Number of officers authorized. A. The police reserve force may be in direct proportion to the authorized number of regular assigned patrol officers and may, as deemed necessary, increase in direct proportion to such regular officers.
B. The reserve police force shall not affect the authorized strength or increase the strength of the regular police of the city. (Ord. 499 80, 1980)

2.16.040 Conditions of service. No reserve police officer shall be considered an employee of the city for any purpose; nor shall such officer be entitled to any compensation, police pension benefits, sick leave, longevity pay or compensatory time benefits. (Ord. 813-91, 1991; Ord. 499 80, 1980)

2.16.050 Rules and regulations. The rules and regulations for the reserve police force shall be the same as those established by the chief of police for the officers and employees of the regular police force, and the chief of police is authorized to establish any such additional rules and regulations as deemed necessary for the effective administration of the reserve police force. The chief of police shall prescribe strict rules in regard to the carrying and use of weapons and the wearing of a uniform identifying such persons as members of the reserve police force.
