2.04.010 Meeting time. City council meetings shall be on the first and third Tuesdays of every month; provided, however, the city council may by resolution change the time, date and place of any particular regular meeting. (Ord. 707-88, 1988; Ord. 273, 1973: Ord. 241, 1972)

2.04.020 Order of business.  A. At each meeting the city clerk shall call the roll, note those present and absent, announce if a majority of the council is present and, if a majority if present, the mayor, or in his absence the mayor pro tem, shall call the meeting to order and proceed with the city's business.
B. The council shall by resolution approve the order it desires for the agenda, which shall be prepared at least twenty-four hours in advance of the meeting.
C. When procedure is not specifically provided for in the council resolution, Robert's Rules of Order shall be used. (Ord. 273, 1973)

2.04.030 Compensation for mayor and council members. The Mayor shall receive four hundred twenty-five dollars ($425.00) a month, and each council member shall receive three hundred dollars ($300.00) a month for his or her services. 2.04.040 Language for addressing petitions. All petitions, memorials and remonstrances to the council shall be addressed: "To the Honorable Mayor and City Council of the City of Evans, State of Colorado." (Ord. 273, 1973)

2.04.050 Adoption of codes by reference.  The following shall be the only requirements
necessary to adopt any code by reference in the city:
A. The title of the adopting ordinance shall specify the general name of the primary code and every secondary code adopted.
B. Not less than three copies of the primary code and of each secondary code shall be on file with the city clerk from the date the proposed ordinance is passed on first reading. Following adoption of such codes, copies shall be available at cost to the city, plus one dollar as a handling charge.
C. The adopting ordinance shall be adopted and published as other ordinances of the city, except that the provisions of such codes need not be published or read at the council meeting. At least three copies of the codes shall be available for inspection or reading at the council meeting when the adopting ordinance is voted upon.
D. The adopting ordinance shall specify when it will be on the council agenda for passage the second time, and this shall be considered the public hearing concerning the code or codes to be adopted.
E. Amendments to such codes shall be made in the same manner as the adoption of the codes. (Ord. 275, 1973)
