13.24.010 Purpose.
A. The purpose of this chapter and the manual adopted herein is to provide for the preservation and promotion of the public health, welfare and safety of the inhabitants of the city of Evans and of the public and for the preservation and promotion of the convenience, good order, tranquility, prosperity, happiness, morals, best interests and general welfare of said people and further for the following purposes:
B. The Colorado Cross Connection Control Manual is designed to provide the city of Evans and plumbing officials and other persons and agencies responsible for public water systems with information and procedures for the development, implementation, maintenance and enforcement ofbackflow prevention practices pursuant to federal and state regulations pertaining to cross connection control. 13.24.020 Adoption of manual. Pursuant to Title 31, Article 16, Parts 1 and 2, Colorado Revised Statutes, as amended, there is hereby adopted by reference the 1988 Edition of the Colorado Cross Connection Control, promulgated and published by the State of Colorado Department of Health, 4210 East 11th Avenue, Denver, CO 80220. 13.24.030 Penalties.
A. It shall be unlawful for any person, firm or corporation to violate any of the provisions of the 1988 Edition of the Colorado Cross Connection Manual within the city of Evans, Colorado.
B. Any person, firm or corporation in violation of any of the provisions of this manual shall be guilty of a misdemeanor and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of the manual is committed continued or permitted and upon conviction of any such violation such person shall be punished by a fine not exceeding one thousand dollars ($1,000.00) or by imprisonment not exceeding one (1) year, or by both such fine and imprisonment.
