Officers respond to calls for service and conduct follow-up
investigations, while enforcing federal and state laws, as well as
municipal ordinances. Specialized assignments to the bike patrol or
canine units in our patrol division give officers a variety of
opportunities for personal development and career advancement, while
bringing us face to face with our community.
Community
Outreach programs provide officers with the opportunity to educate
diverse cross sections of our community. Officers instruct the
D.A.R.E. and G.R.E.A.T. curriculum to our school children, provide
crime prevention and safety education for our citizens through a
Citizens Police Academy, Neighborhood Watch, TRIAD and other
interactive programs.
Criminal investigations offer
experienced officers a different side of policing and the
development of specialized skills used to resolve complex criminal
acts. Assignments to a regional multi-agency narcotics task force or
gang unit also provide officers with advanced investigative
experience while enhancing the protection of our citizens and
neighborhoods.
The City of Evans community is protected by a
complement of 30 police officers who provide service 24-hours a day.
The Police Department also employs two Code Enforcement Officers who
are tasked with enforcing Evans Municipal Ordinances regarding issues
such as animals, weeds, trash, snow removal, and inoperable/abandoned
vehicles. Police Department offices are housed in the Evans Community Complex
which is located at 1100 37th Street.
From any telephone in
Evans, dial 911 for emergency police or fire service. Evans is part
of the E-911 system and emergency calls are dispatched via the Weld
County Communications Center.
Non-emergency calls for
service are taken at the business number of (970) 339-2441.
Police Records is open from 8:00 a.m. until 5:00 p.m.,
Monday through Friday and can be reached by calling the Police

Citizens' Police Academy [back to top]
The Evans Police Department is hosting a Citizens' Police Academy program for local residents. The Citizens' Police Academy is in its 13th year in promoting community partnerships and involving the citizens of Evans to participate in learning about the Evans Police Department. This informative program is a ten week experience that provides insight to the public on the responsibilities and internal operations of the Evans Police Department. The academy is designed to open channels of communication between citizens of Evans and their police department. Additionally, we want to develop an understanding of the police role in the community. The academy's objective is not to make police officers out of citizens but rather to enlighten citizens with an accurate knowledge of the police department's responsibilities and functions.
The classes for the Citizens' Police Academy are Tuesday nights starting on March 23rd from 6PM to 9PM. Most of the classes will be held at the Police Department (1100 37th Street) but others will be held elsewhere including the shooting range, Weld County Jail, etc.

Bike Patrol Unit [back to top]
Bicycles are utilized by designated patrol services
personnel to promote positive contact with citizens during directed
patrol activities, special events and routine call responses.
Officers assigned to the department bike patrol unit receive
extensive training in fundamental and advanced riding techniques.
Special equipment and athletically designed uniforms are issued to
officers participating in this unit. Bicycles are an integral part
of the department's community policing strategy and provide a highly
visible, approachable image of police officers.

In an
effort to provide the highest quality of services to our community,
the police department facilitates the following community based
programs.
- D.A.R.E. (Drug Abuse Resistance Education) is designed
to educate students on the consequences of drugs and violence, as
well as, teaching life skills needed to successfully resist
negative activities.
- G.R.E.A.T. (Gang Resistance Education and Training) is
designed to teach students the negative consequences of gang
activities, with an emphasis on developing alternative social
support networks.
- The Citizens Police Academy is a 10 week program
focused on educating citizens on issues and training facing modern
police officers. Program begins in early April.
- The Neighborhood Watch Program facilitates
communication between neighbors and develops a partnership with
police and citizens for the safety and security of area
neighborhoods.
- National Night Out is an extension of neighborhood
watch and encourages neighbors to gather together and get to know
each other on a more personal level.
- The CrimeCam Program provides a police owned video
camera that is available to member of the community who are
experiencing recurring crime problems in their neighborhood. The
goal is to record criminal activity and identify suspects for the
purpose of criminal investigations and prosecutions.
- Santa Cops Program is a county-wide program that
provides Christmas gifts to less fortunate families through
monetary community donations.

Crime Free Multi-Housing Program [back to top]
The Evans Police Department Crime Free Multi-Housing Program was designed to help residents, owners, and the managers of rental property keep drugs and other illegal activity off their property.
This program is honest and direct. It is solution oriented. It is designed to be easy, yet very effective in reducing the incident of crime in rental property.
The program utilizes a unique three-part approach which ensures the crime prevention goal, while maintaining an approach which is very resident-friendly.
Phase One involves an eight-hour seminar presented by the police.
Phase Two will certify that the rental property has met the security requirements for the residents' safety.
Phase Three, a resident crime prevention meeting will be conducted for full certification, and the managers will be granted the use of large metal signs for display on the property. The management will also be granted the use of the program logo in all advertisements.

Costs of Drug Activity In Rental Property
When drug criminals and other destructive residents operate out of rental property, neighborhoods suffer and landlords pay a high price.

Decline in property values -- particularly when the activity begins affecting the reputation of the neighborhood.

Sex Offenders [back to top]
The Colorado sex offender registry includes only those persons who have been required by law to register and who are in compliance with the sex offender registration laws. Persons should not rely solely on the sex offender registry as a safeguard against perpetrators of sexual assault in their communities. The crime for which a person is convicted may not accurately reflect the level of risk.
Registered sex offenders are only shown for areas within the City of Evans. The Colorado State Statute governing online sex offender registration information does not allow information on certain individuals who are registered as sex offenders to be posted online.

Residential Ordinances [back to top]
As of September, 2009, Code Enforcement is now a part of the Neighborhood Services Division.
The City of Evans has a number of ordinances which
pertain to the use and maintenance of both public and private
property. These ordinances are for the safety and well-being of
all residents in the city.Action on a specific violation of an
ordinance can be initiated either by a complaint to the proper
authority of the city or by observation of the violation by the
person(s) enforcing the ordinances. If you are the owner or
party in control of the property on which a violation occurs, you will
receive an explanation of what must be done to comply with the
ordinance. If you fail to correct the violation or only
partially correct it, you will once again be contacted and given an
abatement notice requiring you to correct it within a certain number
of days; and then, if not corrected, a summons into municipal court
will be issued. At the end of the abatement procedure the city
has the right to perform the work needed and to charge for the work at
the established city rate or its costs if subcontracted out.
Evans Municipal Codes 5.04.030 A business
license is required for all persons doing business for profit in the
city limits of Evans.5.12.010 A solicitor's
license is required for all door-to-door sales in the City of Evans.
Residents should ask solicitors to show their city license. If
they do not, please notify the Police Department.
5.16.040 No person, firm, organization or corporation shall hold a garage sale for a longer period than two days, nor shall the same person or organization hold more than two such sales within a period of one year, nor shall more than two sales be held at the same place within a period of one year.
5.16.060 Signs advertising garage sales or other
property for sale may not be placed on the streets of the city, which
includes street right of way, utility poles, street light poles, or
road sign poles. Signs may be posted on private property with
the property owner's permission, but no further than 300 feet from the
garage sale location.
6.04.020 No owner shall permit their animals to run at
large within the city.
6.04.030 Owners shall be responsible for securing a
license from the city clerk for all dogs and cats over the age of six
months.
6.04.050 Licenses issued for dogs and cats in the city
shall be good for one, two or three years.
6.04.060 No license will be issued without a
certificate certifying that the dog, or cat, has been vaccinated for
rabies.
6.04.150 No owner, or other person, shall allow an
animal under their care or control to excessively or continuously
bark, howl, yelp or make other loud, persistent noises.
6.04.160 The owner of any animal that bites a person
shall report the bite to the code enforcement officer. Any
animal that bites a person shall be quarantined for no less than ten
days.
6.04.180 No person shall own, keep, harbor or possess
any vicious dog in the city, unless specific terms and conditions are
met as outlined in the ordinance. A vicious animal is any animal with
a known propensity, tendency or disposition to attack unprovoked, to
cause injury to, or otherwise threaten the safety of people or other
animals.
8.04.080 The city contracts refuse removal with a
private hauler. Dwelling units of three or less are required to
use this hauler. The charge for this service will appear on the
water bill. Residents of four or more dwelling units and
businesses may apply for exemption from this service. Please
contact the City Clerk's office for exemption information.
8.04.250 No person shall in any manner throw, place,
scatter, deposit or bury any refuse in or upon any public street,
alley or other public place, or upon his own premises or the premises
of another.
8.12.020 No owner of any lot, block or parcel of land
within the city, or tenants or agents in charge thereof, shall allow
or permit weeds or brush to grow, or remain when grown on such lot,
block or parcel of ground, or on or along sidewalk or street adjoining
the same, or in the alley behind the same; but such weeds or brush
shall be cut close to the ground, and kept so cut; and it is further
unlawful for any owner, occupant or other person in charge of any lot,
block or parcel of land within the city to fail to cut or otherwise
destroy all growths, of whatever height, before the same blossom or
mature to such state that seed may be discharged or broadcast from
such growths (i.e. dandelions).
8.12.030 The accumulation of trash on any lot, block or
parcel of land within the city that affects the health or comfort of
well-being of the inhabitants of the city is also hereby declared to
be a public nuisance.
9.24.070 No person shall post any notice or
advertisement (i.e. garage sales) upon any public or private property
without the consent of the owner.
9.24.080 It shall be the responsibility of the property
owner/occupant to remove all graffiti on said property in a timely
manner. Failure to do so shall constitute a violation of this
Code.
9.24.180 It is unlawful for any person to abandon or
discard in any public or private place accessible to children any
chest, closet, refrigerator, ice box, motor vehicle, or other article
or device having a compartment of one and one-half cubic feet or more
capacity and having a door or lid which, when closed, can not be
opened easily from the inside. It is also unlawful for the
owner, lessee or manager of such place to knowingly permit such
abandoned or discarded article to remain in such condition.
9.28.010 It is unlawful for any minor who has not
reached his sixteenth birthday to remain on any city streets or alleys
or be in any other public places within the city or in any
establishment open to the public generally within the city, between
the hours of eleven p.m. and five a.m., except when accompanied by a
parent or guarding, or for lawful employment.
9.28.030 It is unlawful for any person to knowingly
harbor a runaway child.
9.32.080 No firearm, air gun, BB gun, bow and arrow,
etc., can be discharged within the city, except in a shooting gallery.
10.04.030 No trailer shall be detached from a towing vehicle
and left standing in any public right-of-way. No pick-up camper
shall be unloaded from a pick-up truck and left standing on any public
right-of-way. No boat, whether standing on a trailer or standing
by itself, shall be left standing on any public right-of-way, unless
attached physically to a motor vehicle.
10.12.010 It is unlawful for any person to park or place any
vehicle or other personal property that is offered for sale or barter
in the roadway or public right of way, alley or intersection.
10.12.010.D Parking of any vehicle or trailer in the front yard of a residentially zoned lot shall be prohibited unless such vehicle or trailer is parked on an improved area having a surface of paved asphalt or paved concrete or similar hard surface such as brick pavers. The foregoing notwithstanding, a vehicle or trailer may be parked on the area between a paved driveway and the nearest side property line provided that said area is covered entirely with gravel, rock, or similar material, and kept entirely free of weeds. It shall be the responsibility of the property owner to ensure that no mud, dirt, gravel, rock, or other material is displaced upon any adjacent sidewalk, street, or property.
10.16.030 It is unlawful for any person, owner or
tenant within the city to park or store inoperable vehicles on private
property, unless it is kept inside a garage or other building.
12.16.020 It shall be the duty of all persons to keep the
sidewalks in front of and adjacent to the tenements and grounds
occupied by them clear of snow and ice and after any fall of snow such
persons shall remove the same from such sidewalks within twenty-four
hours after the termination of each such snowfall, and it is unlawful
for any person to drag, shovel or deposit any snow that has been
removed from private property upon any street, gutter or sidewalk in
the city.
13.04.200 No watering may be done between the hours of 12 p.m. and 5:00 p.m. The following schedule will be used for all residences using city water for irrigation:
April 16 to October 19:
Odd numbered building addresses may water on Monday, Wednesday and Saturday;
Even numbered building addresses may water on Sunday, Tuesday and Thursday.

15.48.120 No person shall place or keep any post,
fence, vehicle, growth, trash, storage, or other material or thing
within five feet of any fire hydrant, fire department connection, or
fire protection system control valve that would prevent such equipment
or hydrant from being immediately discernible or any other manner to
detour or hinder the fire department from gaining immediate access to
said equipment or hydrant.
13.04.230 It is unlawful for any person or persons to
operate a fire hydrant, except employees of the water department and
members of the fire department, and other persons who have obtained
written permission from the utilities director.
15.08.040 A permit is required to erect, construct,
enlarge, alter, repair, move, improve, remove, convert or demolish any
building or structure.
International Fire Code 3301.1.3 The possession, manufacture, storage, sale, handling and use of fireworks are prohibited.
